Hong Kong Salaries Commission Report.
Although consideration of the Commission's
recommendations for salaries and allowances is rightly being given priority, I should be grateful if I could be informed as Boon as possible of your decision regarding the
Commission *e recommendation for establishment of a Public Service (7 scales intended) Commission. One difficulty which will arise immediately the new scoles are brought into effect is that a considerable number of locally appointed officers will be eligible for scales of initial salary which will in future bring them into Class 1 or Class 2 as defined in Colonial Regulation 23. Reference to new (? group amitted) in each individual case will considerably delay machinery of conversion. The early establishment of a Public scales Commission would obviate many possible anomalies and ensure uniformity in the interpretation of the new conditions of service, and on the standard of qualifications required for the new grade s.

As an interim measure, I am appointing a
Committee upler the chairmanship of Slose to advise on the question of eligibility for expatriation pay, the treatment to be given to officers who have not the full qualifications recommended for the new scales and on conversion of anomalies, but I consider it desirable that a proper Commission with statutory powers should be set up without delay.
